  14.                  Clinton's ex-banker `concealed payments'

  19. THE indictment of a former Arkansas banker who lent President Clinton money 
  20. for his 1990 gubernatorial campaign has brought the Whitewater investigation 
  21. a step closer to the White House and placed one of the President's aides in 
  22. the spotlight.

  24.  In a five-count action, Neal Ainley, former president of the Perry County 
  25. Bank, has been accused of concealing from the Internal Revenue Service 
  26. withdrawals for the Clinton campaign totalling $52,500 (Pounds 33,000). Under 
  27. federal law, all transactions of $10,000 or more must be reported.

  29.  Although there was no specific reference to others involved in the 
  30. conspiracy, lawyers in the case have identified Bruce Lindsey, the deputy 
  31. White House counsel and one of the President's closest confidants, as a 
  32. participant.

  34.  Mr Lindsey, treasurer of the 1990 Clinton campaign, took part in some of the 
  35. transactions mentioned in the court papers and has admitted writing four 
  36. cheques of $7,500 before the Arkansas primary. He has been a focus of this 
  37. part of the investigation for some time and, in recent months, has spent 
  38. countless hours before a federal grand jury in Little Rock, Arkansas. His 
  39. evidence remains secret.

  41.  In Washington, Allen Snyder, Mr Lindsey's lawyer, said it was not the 
  42. responsibility of his client to see that revenue service reports were filed. 
  43. ``Whether the bank did or did not file the report is something for which we 
  44. don't have an answer,'' he said. Lawyers for Mr Ainley said he would deny the 
  45. charges.

  47.  The indictment against Mr Ainley was handed down by the Federal Grand Jury 
  48. in Little Rock looking into the Whitewater affair. Robert Fiske, the former 
  49. Whitewater special counsel, was the first to focus on the dealings of the 
  50. Perry County Bank and last summer he issued subpoenas to unravel the 
  51. transactions between financiers and the Clinton gubernatorial campaign.

  53. Contract inquiry: The Justice Department is considering the appointment of a 
  54. special counsel to investigate Federico Pena, the Transportation Secretary, 
  55. after a firm he founded won a contract to manage $5 million from a Los 
  56. Angeles pension fund.
